(http://norsys.com/).  A copy of the current Norsys Netica API License
is available in $PACKAGE_DIR/doc/LicAgree.txt. or
$NETICA_HOME/doc/LicAgree.txt.  Users of RNetica will need purchase a
license key from Norsys. Contact Norsys for terms and licensing
agreements for the Netica engine.  Netica and Norsys are registered
